Citizen Participation at Council Meetings

You are encouraged to make your opinion known on any Council item or general issue related to the City.

  • Citizen Comment - At the beginning and end of each regular Council meeting, a time is set aside for persons in the audience to present questions or statements on any item of City business other than testimony for a public hearing (see below). If you wish to comment on a particular agenda item, the Mayor will, at his discretion, ask for those comments at the time that item comes up on the agenda.

  • When the Mayor calls your name, come forward to the podium, state your name and whether you are a resident or non-resident of the City, and state your support, opposition or question relating to the issue. To make sure that there is enough time for everyone to speak, a three-minute time limit has been established. At the conclusion of this three-minute period, a timer may sound to let you know the time has expired.
  • Public Hearing - The Mayor will announce the opening of the public hearing. A staff report will be read first. The Mayor will then ask for public testimony along with instructions on the type of testimony that is admissible. When the Mayor asks for public comment, come forward to the podium, state your name and whether you are a resident or non-resident of the City, and state your support, opposition or question relating to the issue. To make sure that there is enough time for everyone to speak, time limits have been established. At the conclusion of the allotted time period, a timer may sound to let you know the time has expired.
